Both candidates have experience in the treasurer's office.

Mrs Cox is very well aware that she has to have the commissioners vote of approval, she is not as ignorant of the county government processes as you seem to think. Her plan has been to provide the 2 of the 3 that are against it with proof that it can be done with little extra cost with the help of the management of Ark City. There doesn't necessarily have to be any additional costs, the furnishings could come from the office that they are cleaning out to make the expanded waiting area that Mrs Cox suggested early in her campaign and the commissioners have already passed! So obviously they do see some advantages to seeing her side of things!

Ms. Cox fails to realize that the treasurers cannot expand without the vote of the County Commissioners. I think most people who live in the Ark City area would enjoy a local office, but I doubt any of them would be willing to pay extra for it.
A better solution for those out of town is to do it via U.S. Mail.
As for the lines, I think this is state wide with the new system. There is always going to be a line it you wait until the last few days of the month to get your tags.
