Taser used to subdue Winfield woman

A Winfield woman was subdued with the use of a Taser outside a Winfield bar Monday evening after police responded to a report of a fight in progress at the location, according to a press release from the Winfield Police Department.

Gwen Miller, 34, was found by officers outside PC Saloon when they arrived just before 7:20 p.m.

"(Miller) had gotten into an altercation with Allen Kelley Jr. and Allen Kelley Sr. at the bar," Winfield Police Chief Jerry DeVore said.

Shortly after officers arrived, Miller became combative and kicked Sgt. Chris Roark. Officers then used a Taser to subdue Miller.

Officers transported Miller to the Cowley County Jail, where she became combative again, kicking officer Cory Nation. Once again, a Taser was used to subdue her.

"(Miller) didn't have any injuries," DeVore said, "and neither did our officers, with the exception of bruises."

Miller was booked into the Cowley County Jail on charges of battery on a law enforcement officer, felony obstruction of the legal process, battery, disorderly conduct and criminal damage to property.

After officers left the jail, jail staff contacted them to tell them Miller had broken windows inside a jail holding room. She was then moved into another holding room.

It is estimated Miller did in excess of $4,000 damage to windows in the new jail."That takes some substantial force," to break the windows in the holding room, DeVore said.

Allen Kelley Sr. was a victim of battery; Allen Kelley Jr. was a victim of battery and misdemeanor criminal damage to property; the Cowley County Jail was a victim of felony criminal damage to property.

"The criminal damage to property is a felony because of the amount of damage," DeVore said of the broken windows in the jail.

Miller is currently being held at the Cowley County Jail on $11,000 bond.
